We are currently planning to start building the first beta candidate builds shortly after the deadline expires on Thursday, September 14 23:59 Pacific time. We will take all locales that are ready (green dashboard, green tinderbox) by then and have opted in for the beta 4 release.
Strings have landed but they're far from easy to understand or test, since latest builds don't have these features/preferences enabled. Will those functions be enabled after beta4?

In what way are they not enabled?
Bug 510707 added the first line in Tools - Account Settings - {an IMAP account} - Synchronization & Storage - Disk Space, the numberbox and the menulist to choose between all and days, weeks, months, or years of mail to store locally.
Bug 506290 just changed the layout of the quick account setup dialog, which has been present and enabled, in the File menu, New - Mail Account (labelled "Mail Account (Quick Setup)" until recently), since b3. (Autoconfig is indeed far from easy to test, but that wasn't changed by bug 506290, either.)

Well, it seems like I was searching them in the wrong places (in the standard account manager->add new account and in general preferences). Thanks for the clarification.

in build Mozilla/5.0 (X11; U; Linux i686; nl; rv:1.9.1.4pre) Gecko/20090908 Lightning/1.0pre Shredder/3.0b4pre (the most recent version at the ftp server) i don't see this menu list.
I know that that the changes are made on the same day as this build so i will check it again after i made the changes of today and the build proces is trigged again.

No, as Phil said, all of these features should be enabled for beta4. There's a testday today (see https://wiki.mozilla.org/Thunderbird:QA_TestDay:2009-09-10). Maybe you can participate there. Ludovic and his team can sure help you out with finding the different bits and pieces of these new features in the Thunderbird UI.

You are still using outdated variables in the Windows installer files that were replaced in http://hg.mozilla.org/comm-central/rev/82c571b8e4b3 in December 2008. Please fix this until Monday and opt-in with a new revision once you've verified that the Windows tinderbox has turned green.
