Translated: they are clueless incompetents. Their basic premise of
IP address "location" == "required local site" is fatally flawed.

Which, according to another of their e-mails, *ONLY* works if you
have cookies enabled and *MAY* not work if you have a dynamic IP
address - as all FS users do...
