Could this new technology be used as a weapon - "VEERING HURRICANES"

Since as far back as the President Johnson administration, the Dept.
of Defense has been working towards archiving this capability as an
added edge to veer hurricanes in the direction of enemy forces.
Their efforts may now have become a reality.

It may now be possible to weaken hurricanes *or veer* them away from
specific areas, according to the plans of two teams of climate experts.
In one method, an aircraft would drop soot into the top of a hurricane,
leading to reduced wind speed. For more, view Tim Shipman's *article*
