I thought I’d let you know about a new initiative from Global Policy
Forum and see if you had any thoughts about how to follow up in capitals
both in Washington, DC and around the world. The attached letter and
documents were circulated to Security Council delegations today in
anticipation of a Security Council debate on Iraq scheduled to be held
on Monday, April 28th. Iraq issues will probably be addressed by the
Security Council again in June. GPF is urging the Council to exercise
appropriate oversight of the US led Multinational Force (MNF) mandate
for Iraq, in particular, with respect to the report by the UN Assistance
Mission in Iraq (UNAMI) that reveals the MNF had confined over 24,000
people in indefinite detention without warrant, charges, or opportunity
to defend themselves by trial. Shades of Guantanamo!!

Please feel free to distribute these materials far and wide. And let us
know your thinking on this timely reminder of the ongoing outrages in Iraq.
